It's actually an extension of the previous Notam (6/3614) to new Notam 6/5257 that will expire Jan. 21, 2017. It is from the surface to 2999 ft above ground level AGL.
Thanks. 2,999 feet sounds reasonable. I thought the reading of it was maybe for "Flight Level" which adds a couple of zeros to the altitude (I love the FAA abbreviations sometimes! METARS Not!). Somewhat like a sectional map at times where they omit the last two zeros.
Fwiw, I just watched a plane fly over Central park within the 2 NM radius at 4,000 feet and 310 MPH on the Air Traffic app for Android. Delta DL2748 out of LaGuardia.
