I have the iPad Pro 9.7 wifi only and love it. If you have a hotspot on your phone just link the wifi only iPad and it will give you the map not GPS

If you want GPS you must have the cellular version.
You do not need data (sim) for that to work.

I use a non cellular iPad mini 4, works well but I do have to cache maps first.
I dont want follow me which is the only reason to have GPS.

Does that mean it just needs the cellular "radio", but doesn't need to be activated (money) by a carrier?
 
I just upgraded from a ipad mini to Ipad air 2 the screen size is so much better, oddly i find it easy to fly without the sunscreen
my ipad air is data/ 4g but what is the advantage of that ?

You could use it do download the maps while out flying or use the features that require GPS on the mobile device. If you aren't using those features, then there really is no advantage for you.
