Here in Belgium it is 10m if the AC is under 1kg and only in your private property or in a designated model aircraft zone as part of a club's activities, under the 1kg then it is classed as a toy and does not need a licence.
Aircraft over 1kg and under 5kg, then you need a Class 1 licence and you are limited to 45m in height, you are also restricted in how close you can come to persons and/or property and you cannot fly closer than 1.5km from an airfield.
There are other regulations but that's the headlines figures.
I'm about 3.5km from a very active airfield and we have fast movers at less than 500ft still in afterburner passing over the house almost every day, so even 10m seems a bit high from my point of view on the ground when you can make eye contact with the pilots passing overhead
