I have had this issue from when I bought the drone over a year ago.
I downloaded so many apps from DJI to my iPhone & iPad it was ridiculous!!
I gave up trying to figure it out!!

But here I am again, trying to figure this all out.......
I have both the Pro model.

Which is the sw I should be loading on an iPad 4??

I read that the USB needed to be a full feature (one that carries video signal)
So I decided to check out this link.........

I decided to also check this one out to read more......

I guess my primary question would be.....Has the OP tried a high quality data cable......and what was the outcome. 🤷‍♂️

Not exactly sure what you are looking for, but the links to the Phantom Help site from @msinger could not be more comprehensive.

If you select your Phantom model in the left drop-down menu then use the right drop-down window to select the topic you will find about 50 times the information you can find on the DJI website if not more. This is a partial showing of the list of topics for the P3Pro:

I purchased a used Phantom 3 Professional about a year ago.
I tried to figure it all out, without success!!
Recently I pulled everything out & thought I would give it another go.
I reloaded the GO app on my iPad 4, recharged all the batteries.
I went through the process again & realized why I gave up!!

I created a video of the steps I am taking, because I figure that I am doing something dumb.
Take a look & be kind to this dummy!!

 
With the Phantom 3 Pro and a few other models, leaving them unpowered for a few months can prove sufficient for the erasure of memory to occur on the drone. That data loss could prevent a Phantom 3 Pro from taking off, and calls for a rather involved process to restore normalcy.

I own a Phantom 3 Pro and found that its controller battery's failure to charge up to be the only issue that arose. Dismantling the remote and disconnecting the internal battery for a few minutes before reconnecting it, as shown in a few old YouTube videos, resolved that minor problem. I do not use the P3P because its camera gimbal randomly tilts into a 30% roll for no apparent reason. The drone is now a conversation piece from an earlier time.

You can fly without the mobile device. If I were in your situation, I'd fly it around in an open area without the mobile device to check it out a bit. I wouldn't take it too far or high until I had more confidence in all of the old batteries. Once that was tested and confirmed working, I'd move to the app. FYI - I would NOT do any sort of updates.

Have you tried to get the camera view using the other drones on the menu? The Inspire for example?
Have you tried other known good data cables? Charge only cables will not work.
Have you tried powering up with different steps? For example, power up RC, then AC, then mobile device.

In your video, we can't see the lights on your RC or the small lights on your AC. I do think I see another AC in the background.
Have you tried using another RC? The USB port on the RCs have been known to go bad. It appears to be a bad cable when it's actually the USB port of the RC.
Perhaps another RC would work and that would help with troubleshooting.

Another quick note. With a P3P, it is likely that you've lost the ability to see the camera image on your screen. Search for "No Image Transmission" for more info. If this has happened to you, your LOG_AB file will show DEVICE NOT DETECTED for modules 8 and 15. The app and controls should still work, just not the camera image.

Just a couple of thoughts, though honestly it has been several years since I've used my drones. I'm really testing my old feeble brain cells trying to remember enough to offer you tips.

I have my iPhone and iPad that work with Fly and Go.
I will post the numbers on those.

Yes you can fly them with out a mobile device if the RC and Bird are connected.

Yes, of course. You can’t fly if the RC and AC are not connected. Hopefully nobody ever suggests otherwise. 👍🏼

In his case however, he noted that the props start up and the AC lifts off. To me, that feels like they are connected. 😉

Hooked my wife's iPhone 7.
Camera view came right up, no *hit.!! 👍👍

To bad the pay here is bad.

I have used multiple USB-A to lightening cables.
How do I know if they are "high quality" or not?
Some are 'thinner' than others, some look 'high quality', but just how would I know?

BTW- This is the first link I clicked on the PhantomHelp site (see post higher up), that sent me to a page unrelated to USB to Lightening cables.

Yes, I saw all that.
But take a look at my video I posted.
I don't know what I need, if anything, past the point of getting the correct 'screen' when I start the app.
Every 'beginners' video online has the person opening up the app and it looking totally different than what I am seeing, and being able to set up the drone.
What I am seeing lets me do nothing, but telling me how to turn on the drone & controller.
