After pressing the battery button twice as instructed the phantom lights will not turn on. Is this phantom defective?

Does the battery turn on when not in place?
I think most likely you need to practice the switching on - which is a little tricky.
Quick press followed by press and hold.

Are the lights not coming on at all, even briefly, when you press the buttons ? I know it's obvious but I have to ask, have you charged the battery?
Yes I press once and then press and hold for two seconds and then the red light blinks.
The battery is fully charged and I try this with two batteries and I get the same response.
