Flew with new software today and Phantom was immediately locked in. No toilet bowl, no J hook immediately after start up. It looks like the new software has solved magnetic declination. Has anyone else tested this?

The v3.08 release notes make no mention of additional changes for the declination issues.
That was addressed in the previous release, v3.06, on July 29, 2014.
If you are just now updating prior to that than yes you will see an improvement.

I did all upgrades including v3.06. It is only now with v3.08 that I see no declination issues. Absolutely rock solid from start up.
I had pretty bad J hook etc problems before 3.06. Since I installed that about Aug 1, all has been great. I have not upgraded to 3.08 yet.
