itunes 12.6 wont allow Go 4 4.1.15

Hey guys,
A week or two ago I was able to use itunes 12.6 to move an old version of the Go 4 qpp to my ipad, today it wont allow it.
itunes says this computer in not authorized, so I went thru the motions to authorize, itines said this computer is already authorized but will not allow me to move an app from itunes to the ipad.
Any ideas ??

I’m not sure since I haven’t done it yet but my guess it would be a version before July 2017
