I have a quick question. For Restricted special use airspace with an associated time, before I get violated, can someone tell me if it is 100 percent acceptable to fly in these zone when outside of the published time? Airmap doesn't publish the active or "hot" times but the information is easily available.

You'll want to call the local FSDO and get the official work from them. Also get the official time frame as well.
