When I shut down my P3A by pressing twice on the battery the red light on the battery will stay on for about 10 seconds while the bird stays powered up also before all shuts down , what up with this.

Motors shut down , holding second press, but still a delay of up to 10 seconds, I'm puzzled, I have seen folks with the same issue, but so far no solutions.
I've noticed one of my batteries seems to take a bit longer to turn ON. Like an extra second. So I suspect your problem may be the battery itself. Why does it happen, do you need to worry about it, etc? I have no idea.
