Hello! I'm traveling soon, and saw that there is a red circle which I know is a no fly zone, but I also saw a yellow circle around it, where it says height restriction! Can you still fly in that yellow outer circle?

normally in controlled airspace when you get to an airport controlled airspace in in the shape of anupside down wedding cake. controlled airspace is all the way to the ground right over the airport extending 5 miles from the center of the airport.
