Yes like where I'm allowed to fly and where I'm not what counts as spying (for example: flying over a house)

I'm not aware of any specific NC laws (no states are supposed to be making their own laws). You should be fine if you follow these guidelines.https://www.faa.gov/uas/model_aircraft

FAA wants you below 400 feet and in line of sight. Dont fly over crowds of people.

I know that lol but my home is a hot spot for planes they fly over frequently, how high do they fly?

You'd have to contact your local airport to find out. Unless they are military planes, they should not be flying anywhere near 400 feet.
