p4 H264 Editing a nightmare with Premiere CC 2018

I have a decent computer i7 7600K with 32GB of RAM 1080Ti with 12GB of Video. There is not way I can get smooth playback, not even at 1/16 Resolution. How Can this be possible? What I'm doing Wrong? I can't believe transcoding is the only solution. I have over 8H of footage I will take for ever.
 
I just did a non scientific test:
Using a single clip - 4k 3840x2160 30FPS from P4P. Clip is 2:35s, 1.85GB
PC is a 6 core AMD, 16GB RAM, old GT 320 GPU (So no mercury engine), win 10 pro - footage on SSD running latest build of PP CC 2018

Transcode to DNxHD (Match Source) - 13m
Proxy to 1280x720 Cineform - 7.5m

Not great, but the Cineform I can live with until I replace the PC
 
Use proxys, that will eliminate all the stuttering while editing. Do a google search on using proxies with adobe premiere pro cc on how to set it up. It does work very well.
 
I use premiere pro CC to edit H265 footage without a problem, using their auto proxy feature. Works fantastic, zero issues.I have a 6700k, 32gb ram, and a GTX 980 ti.
