Linking RC to P3S

Hi,
A friend of mine has 2 Phantom 3 Standards. One works the other doesn't. He asked when you link a RC to the drone, does the RC switch to the receiver frequency or does the receiver switch to the RC?

Well that question didn't get any replies. Can someone tell me how the RC and drone decide what frequency to use for communications? I'm new to drones and I've got a lot to learn. My old RC planes had a specific frequency they communicated on. I understand that drones don't work that way. So, how do they work?
