Gimbal Floats and off angle on Startup

When I start up my drone, the gimbal will go through itself calibration and zero itself perfectly. After about 5 seconds it starts to float around on all three axis, before centering with the camera tilted downward. Also when I yaw the craft, and gimbal will tilt left or right depending on the direction of yaw. But yet when I push the gimbal to the left or right, it centers itself.

I've restored back to factory defaults several times, refreshed the current firmware several times, performed multiple IMU and Gimbal calibrations. I ordered a new yaw motor (which I don't know if it will fix, I push the gimbal left and right and it centers perfectly) and I ordered a new gimbal ESC.

Besides those things, what else could it be? Wish I could downgrade firmware.....
