What's the best for under $250.
I'm flying a p4 or will I have to spend
Alot in order to be satisfied

With the exception of the DJI Goggles ($449), you'll need to install the HDMI Output Module (like this) on your remote controller before you'll be able to connect FPV goggles. After installing that module, you'll only have $151 left over to purchase FPV goggles (assuming you're spending a max of $250). That's not going afford you much of anything that's worthwhile buying.
