I have the .akp files on the tablet but no way to launch them.

At the bottom of the main screen should be a circle with 6 dots in it. That brings up the complete list of apps. Look in there and see if you have an app called "ES File Explorer"

Yep, been there several times, No "file explorer".

Es file explorer will install apk files and is available in the play store.

Yes. Without Wi-Fi you are effectively grounded. If nothing else, go to a coffee shop or a library with free Wi-Fi and get stuff installed there.

You've got the ES apk and the Go app apk files.
Just having them there does nothing.
apk files are the files you have to run to load a new program onto the tablet.
If you can see the files, you can run them

You will not be able to start the Phantom until you have activated the aircraft with DJI through the app.
There's nothing wrong with your Phantom.
