His second tip is not accurate. That's how you check the current battery life. It does not show you if a battery cell is damaged.

This and more useful information can be found in the users manual that every operator should have downloaded & read cover to cover.
I hope that guy didn't throw that battery out as it was only 10% used. If he had read the manual he would of known that.
