Camera Tilting Up and Down Continuously

When I start up my drone the camera tilts up and down and continues to do that after launching and I have no control over it.

The first time it happened. I shut it down and restarted everything and it was ok. The second time it didn't work, so I just held onto the camera for a few seconds and it locked into place. Now I have to do that every time which is a little irritating and it doesn't always respond right away. It might take a few tries.

Any ideas as to what this could be and how to fix it?

I had that with my first P4P -- it was the ribbon cable that connects to the camera and as the camera/gimbal does the homing dance and points down it hangs up then repeats continuously. I returned it for a new one and the new one has never done that though there is still a little bit of ribbon cable snag when homing.
