What to do if there is no tower?

IMO, the first thing you should do is read AC 91-57A and decide how the language in that document applies to your situation. You have two situations, so come up with a plan for each.
Besides B4UFLY, you might take a look at some of other maps to see how others perceive the document (e.g. airmaps.io)
Next, follow the guidelines set forth in the document. For example, if the airport doesn't have a tower, you still must contact airport operations. If you can't do that by phone, try to do it some other way (email, letter, knock on the door, whatever). Do the best you can, and once you've done that, you've done your duty.
