Question about power packs for amps...

Adding amps would be a whole new world for me, so bear with me...

OK. Let's say I bought THIS power pack here:

DC 12300 3000 mAh DC 12V Super Lithium Polymer Battery Pack | eBay

I see that it's 12v. 3000mah. Comes with a charger. Etc.

My question is. How in the heck does it balance? I'm making an educated guess in saying that it probably has 3 18650s inside or 3 single cell LiPos inside, ran in series. Therefore... at one point or another this HAS to be balanced so that the pack doesn't explode. Does anyone know? or am I looking at it wrong?
 
Might not be mission critical and they don't provide for a balance. Plain old battery with two terminals, and could be they just tied the balance wires together inside the pack if it had any. I got one that is 9 volts with 3 Li-po packs wrapped and they did the same thing, but it works with a slow wall charger and the thing it plugs into is a low current device so they never do get warm charging or running. Balance? What balance?
