P3S Vs P2V+ Power Output Readings

I purchased an Immersion Watt meter to compare the output wattage of my P3S to my P2V+ and WOW was I surprised.
The P3S 5.8Ghz antenna port only puts out 2.5mW. The 2.4Ghz antenna ports both only put out 20mW each.
The P2V+ 5.8Ghz antenna port puts out 48mw. The 2.4Ghz antenna ports both put out 400mW each.
Has anyone measured the RF power output on a P3S?
Its almost like my P3S controller is stuck in CE mode instead of FCC mode but there's no way to change it on a P3S because it does it automatically depending on your GPS location and I'm in Florida. Hope I don't have to send the controller to DJI. At least its still under warranty.

Is the P3S that much difference in RF power output or does he have a defective controller? Highly unlikely that both the 5.8 and 2.4 controller amps are defective. More likely DJI has reduced the RF power output on the P3S.
