Are the electric motors supposed to be tilted at an angle when installed or a 100% vertical?

Yes, they are supposed to be tilted as shown in your photo above.

Thanks, I've been trying to figure out why the drone will not hover in a stationary position, it wanders around in an elliptical pattern instead of staying in one spot and I noticed the motors are tilted...

Make sure your in GPS mode and are locked onto an adequate amount of satellites

How can I tell how many sat's are connected?

Guess it's in the DJI app on my cell phone but got to connect to the drone in order to get the app up and I'm on the road this week so I guess I'll have to wait and see.

I recall this in the last few months.

Yes, look at your satellite count, I'm thinking IMU calibration, it won't hurt.

If play back your flight with the app you see your stick movements, maybe the remote is making it drift?

Definitely calibrate the sticks. That can cause the problem.
