The FAA never changed their language re registration so you can't check that site to know when it becomes active.

The date will most likely be the fiscal year being government. I also am glad my numbers are still on my Drone.

The 'date' it became active is the date it was signed by the Prez... 12/12/17.

Even in the brief recent period that US FAA registration wasn't mandatory, most agreed that it was still a Good Idea.

Five bucks is a pittance. That won't even buy you a proper lanyard.
