I keep seeing people say I need a cell iPad, would not a wifi iPad tethered to a iPhone work just as well ?

You can tether it to download the maps when you're out flying (or cache them before you head out to fly). However, if you want to use the Follow Me feature or reset your home point to your current location after takeoff, you'll need a device that has a GPS receiver. And, only cellular Apple products have GPS receivers.

If you really want to use a non-cellular device, one other alternative is an external (wired or BT) GPS unit, such as a Bad Elf.

It would allow you to get an Internet connection in order to download the maps. However, it will not allow you to use Follow Me or reset your home point to your tablet's location.
