Flying above clouds question...

How easy is it to go straight up and fly your drone above clouds?

Would any drone fly above clouds or would you need a drone with specific specs?

It would be super easy if the clouds are low.

If you decide to try this, you should of course make sure you're not flying near any other aircraft.

Depends how low the cloud cover is. I’ve flown above clouds in the mountains at only around 1000AGL.

Not near airports or in the U.S. - in the Caribbean.

Please note that there is a 400-feet above ground level restriction in most of the world as well as visible line of sight (vlos) rules. Check your local regulations before attempting such a flight.

What "cities"? What is the ground elevation of said "cities"? What country?

Define "pretty decent drone"? What are you trying to do with the drone other than "flying above the clouds"?

Since I'm guessing that you might not click the link to "Getting Started" that was posted, here's the minimum you need to understand before you fly a drone outdoors in the US.

Drone Safety Tips

• Register your drone
• Fly your drone at or below 400 feet above the ground level
  
• Keep your drone within your line of sight
• Be aware of FAA Airspace Restrictions
• Respect privacy
• Never fly near other aircraft, especially near airports
• Never fly over groups of people, public events, or stadiums full of people
• Never fly near emergencies such as fires or hurricane recovery efforts
• Never fly under the influence of drugs or alcohol

2 Options for Flying Your Drone
There are two options to fly your drone legally. Each option has different requirements depending on how you want to fly.

Fly under the Special Rule for Model Aircraft (Section 336)

• Fly for hobby or recreation ONLY
• Register your model aircraft (Note you will get one registration number which can be applied to all your drones.)
• Follow community-based safety guidelines and fly within the programming of a nationwide community-based organization
• Fly a model aircraft under 55 lbs. unless certified by a community-based organization
• Fly within visual line-of-sight
• Never fly near other aircraft
• Notify the airport and air traffic control tower prior to flying within 5 miles of an airport
• Never fly near emergency response efforts

• Fly for recreational OR commercial use
• Register your drone
• Get a Remote Pilot Certificate from the FAA
• Fly a drone under 55 lbs.

• Don't fly near other aircraft or over people*
• Don't fly in controlled airspace near airports without FAA permission*
• Fly only during daylight or civil twilight, at or below 400 feet*

What happens if I break a rule?

If I had a drone that could fly straight up at around 16000 feet why would I fly at or below 400 feet.
It would seem that I would be wasting money on a drone never getting the full potential out of it...
Just because the speed limit is 55 MPH does that mean you never drive over 55mph..

If I get a drone I want to get the full potential out of it.

I bet some birds fly higher... A bird is no more a threat than a drone is.
Why do I want to fly a drone? Just like anyone else I want to explore and take videos and pictures of things and places I could not other wise.

You would potentially be in violation of Federal law.

Because it is potentially unsafe especially when you do not know or understand how the National Air Space functions.

The first thing you need to do is to understand what the rules are and how they apply to where you want to fly.

To fly a drone in the US outdoors, you need to comply with the Special Rule for Model Aircraft (Public Law 112-95 Section 336) or FAA's Small UAS Rule (14 CFR part 107).
