Please note that there is a 400-feet above ground level restriction in most of the world as well as visible line of sight (vlos) rules. Check your local regulations before attempting such a flight.I think that would be soo cool flying a drone at 13000 feet above the clouds.

Because it is potentially unsafe especially when you do not know or understand how the National Air Space functions.If I had a drone that could fly straight up at around 16000 feet why would I fly at or below 400 feet.
