Well given that they don't exist yet (the rules have only been published for a week) I guess that's TBD.
 
If I read the new rules correctly, they say we shall have 60 days and 30 months from now before we shall have to fly with prop guards of some sort on our ACs, so that if we crash into a human, s/he won't be lacerated. Am I right?
I have not read the full text, but I believe that is if you are going to be flying over people.

I assume this is the most up to date thread on the issue
Sounds like it will be drug out for a couple years either way
