That would be my guess based on what I see. Too many borders in this detailed scheme for a paintbrush to have accomplished. It does look to be spray painted at the ends of each arm.

Did you ever find out if the crack goes all the way through to the motor? Or just to the reflector slot. If only to the slot, you should be good to go. Maybe a spot of superglue in the crack, if desired. If to the motor, (ask a pro, not me) probably jbweld or other epoxy. (Don’t blame me) Hope it’s the first one. Have fun, be safe.
