It's what you see when you are not connected to the Phantom, are in GS mode and tap the radar icon.

That allows you to reset the RTH altitude to your current altitude. That dialog opens when you double tap the "Altitude" at the bottom of the DJI Vision app.

You can also change that setting in the "Settings" section of the DJI Vision app.
