A friend of mine who traveled a lot through relatively lawless places with greedy "law enforcement" found that impromptu "taxes", "fees" or "fines" were almost always avoided by politely offering to pay, while insisting upon a receipt.
I'm not sure I have the balls to pull that off. I had a tough enough time bargaining at the Arab market in the Old City...
