As an advisory, it means very little. 5 miles instead of 3 is the only material change. Otherwise, it repeats the same old refrain: follow TFRs and NOTAMs, avoid manned flights, blah, blah, blah.
The fact that the changes to the advisory were minor is probably a good thing. It seems that the FAA is being cool headed about the exaggerated drone safety issues (commercial use notwithstanding).
