Above the altitude limit on the P4

As to the hill, you can go 400' on top of it as long as you are also within 400' to the sides of it too (Often overlooked in the FAA 107 USA rule, but the 400' side reference is there.). It is AGL dependent on where the drone is, so a 400' hill you could legally be 800' AGL if you took off at 0' AGL and stayed within 400' of it both.

Now if there is a cloud up there at 1000' per the METARS or locale, then you have to stay 500' under that period so you can only go 100' at the top of the hill, or 500' AGL from start point of zero.

I think this was explained in Kevin's FAA webinar too. Correct?
