This sounds like the perfect application for an invention I'm working on. I've created a device that uses focused centrifugal force to create thrust. Since it needs nothing to "push" against like props do. It will work in any environment as it "pulls" itself along using centrifugal force.
Here's a video of the second test prototype. 3rd prototype is under construction now.
