In summary; Allowed without authorisation: phantom is ok (under 10 kg) visual line of sight required respect private lives of others FPV OK, if second spotter keeps aircraft in VLOS AND he/she can also control the aircraft Authorisation needed: for crafts greater that 30 kg using FPV without second spotter/pilot flying within 5 km of airport flying over crowds (min distance 100 meters if more than 24 persons) * exception = events related to RC and copter flying, etc. Unmentioned : No altitude limit Local rules can also be applied, for example the city of La Chaux-de-Fonds does not allow "drones" within the city limits without authorisation. So check with specific cities before flying in them. Attached to this post is the latest PDF flyer from OFAC in French and German (no English available). OFAC = FAA equivalent here in Switzerland.
