I will agree with Gingorio that over and above obeying laws that may or may not make sense, the 'do no harm' attitude that applies in scuba diving should be carried around in life generally and, by extension, applies to drone flying.

Pretty much the entire western Washington state coastline is effectively under NOAA protection, from my understanding.
