In retrospective it should work. The mechanism of capturing photos are all within the entire camera gimbal assembly; from capture, movement and storing. Flying the drone is entirely different and independent.

Because the parts just aren't compatible.

Let’s assume you might be able to rework the power and data connections. That might be a possibility (it will be required- if you had both in hand you would see obvious and significant differences). With the camera connected the power up routine of the drone would, almost certainly, fail to initialise the camera- it would be looking for the P4P camera. To the extent it might be possible to connect the camera electrically there would be significant hacking required to build a custom firmware. This is very unlikely to be a simple swap.
