I there a way to program the C1 or C2 buttons for something other then the five options that are given?

By programming, you can achieve anything. So yes.

I want to set custom button C1 to control LEDs in DJI Go.

Then you have to properly program the component which you want to control the LEDs, so that it reacts on controller status packet - "RC Push Parameter".

I think all components of the drone receive that packet.

Sorry to sound stupid but how to I go about programming that component?
Do I actually make changes to the firmware?

As I wrote, depends on how you want the LED to be controlled.
You may just program a Raspberry Pi Zero and solder it to correct place.
