P3A motors turns off when battery reaches 20%

During my last flight, the drone initiated landing as soon as the battery hit 20% charge. Luckily I was just hovering it 10 feet off the ground in the back yard. I got a warning about critically low power and the aircraft started landing. It would accept joy stick controls and I was able to maneuver it to a level spot to touch down, but it definitely wanted to land.

Later that evening, I tried to drain the batteries to 8% by letting the drone idle while on the counter. At 30% I got my low battery alarms and when the battery hit 20%, the motors just stopped.

Is this normal? If so, how do you drain your batteries to 8% to exercise them?

My biggest concern is the I fly over water a lot. It the drone is going to try to land when the batteries hit 20% I need to be a lot more careful.

It shut down the props because it knew it was sitting on the counter.

Just need to adjust settings for warning and battery exhaust auto land
