No they are not.
The Play store is still showing version 1.0.10, while the version that is on the DJI downloads site is 1.1.0.
Use the app version from DJI. Download here: http://www.dji.com/product/phantom-3/download

Oh man I seriously need to wake up! I knew that, read it and _still_ thought it read the same. I even knew that the numbers were all the same, just upped by .1. Is this what my day is going to be like?

Also, after you set debugging mode, check to make sure you are in PTP (camera) mode and not MTP (media sync) mode. It won't connect in the later.

That is exactly what my issue was. I thought the USB connection was not working on the RC and was getting constant 'Disconnected' status on the app. I switched the mode to PTP and it fired right up. This is very likely the issue.
