I downloaded the naza assistant software and connected phantom to pc, but cannot enable IOC. Do I have to have additional hardware to use Naza? Can the vision 2 even operate with IOC?

No, use the Vision assistant and select Naza mode at the top. You don't use Naza assistant as that's for actual Naza devices.
