Do you need them or want them? As long as the battery terminals are covered or you place each battery in its own compartment (e.g. in a case), then you'll be good to go airline-wise.
A Li-Po bag is not required per FAA guidelines. Also, there is no limit to the number of Phantom batteries you can pack in your carry-on bag. See more details here.
