The first reaction by the FAA, if there is no incident, has always been Education.
I wouldn't at all be surprised if 90% of commercial flights I see locally are done by non-licensed fliers. Given the short time span to cover something, i.e., no waivers, permits, insurance ACORDs filed, commisioner's release, etc. The 107 commercial end of it has been a bit of a laugh given the easy access to buying a drone and just flying it.
