Is 25 seconds the normal time to climb to 400 feet?

P3 should climb 5 M/s or 16.5ft sec so 25secs is about right 400/16.5= 24.25secs

Sounds about right. Takes about that for me in the slightly thinner air of 5,000 feet. Might be a bit snappier at lower elevations.
