IPad and tablet revisit

First time putting the toe in the water and hoping some of what I currently have will adapt to P3 including my IPad gen 4 or my Galaxy Note 8.0.
This is what specs out. Any workarounds with the above or am I stuck with my Iphone 5S screen size?

I have a Samsung S5 and the best I can get with a V+ V3 is 320x240 30fps. Been looking at Ipad but was on the fence because .... Follow me option will need GPS on the Device? and I have to pay off my P3
