Intentional light blurring trails - how to

How does one create those neat shots you see of highways and such where the tail-lights leave a streak? I've tried messing with the settings on my P4P for photo and video and cannot seem to get the same result. I've attached an example of kind of what I'm talking about below. Any help is appreciated :)

Simply take multiple frames, stack align and blend in photoshop or other app.... you could have the trails any length/time you might like with this method.
 
The bird is stable enough that long exposures of several seconds are pretty easy to get. Experiment with the time to get the proper exposure on the rest of the photo....
 
Find a bridge over the motorway and use a DSLR on a tripod. Use a very long exposure - 15 seconds and up. You might get something like it from a drone, but it won't be anywhere near as good as the example you showed. Drone gimbals are pretty good, but not IMO good enough
 
Here's a few I got last night of an approaching storm with a 5" exposure. You just have to be patient and let the bird stabilize first before taking the shot.
