What? A parachute alone will not make a flight 107.39 legal. You still need an FAA waiver.
OP knows this already. I’m merely pointing out what the OP has already stated in his previous posts.

Correct me if I’m wrong but isn’t the 400 ft over the structure rule wrapped around you doing some work on said structure? i.e. for hire

I should have specified AGL ... I took it as read that everyone knows it’s AGL and not MSL or .... AMSL or in broadcast engineering terms HAAT.

Agree with @msinger, this IS a good find. I often (always) fly around high hills and mountains and on an alluvial fan where the grade can be as much as 10 degrees. Getting out 2000' almost guarantees me to go more than 400' AGL.
