Its not so much about who is identifiable as more wether you can legally fly in particular areas though isn't it...? We all have to be aware of what data protection allows, and in public places it is pretty much a given that you are being recorded. CCTV and now DASHCAMS are all common place now... Why would it be any different from drones...?
