FAA Part 107 for foreigners

hi guys.

is it possible to apply for a faa part 107 being a foreigner?

i have some clients with buildings acroos the u.s. (nyc, la, san diego, denver, etc.) who want a photo session of their buildings.
 
Don't think so. One of the steps required for Part 107 certification is a TSA background check. Wouldn't be doable for a non-resident foreign national. The summary makes it sound like it's possible, but don't see how to do the TSA vetting.
Edit: and apparently, you would have to apply for a 'foriegn air carrier economic license' as part of the RPC process. Sounds complicated. Might be easier to hire. Remote pilot to act as PIC in the locations where you want to shoot!
