While that "could" be the case that's not always the case. Take the state of North Carolina for instance. Commercial UAS operation requires an NC DOT Aviation Division Permit. This permit is FREE of charge and simply requires you to answer a few personal questions and pass the online course.Amazing how it all works,

DNR is also working on a license that user could apply for that would allow drones on park grounds
