Registering a car has never made the roads safer.
Paying the government revenue so they suck off fat checks off people's backs has never improved quality of life or safety.
Inventing rules for the sake of rules and a false sense of security does not ring security.
However training people to follow certain behaviour does work. Not perfectly but it does.
Even so, with all the knowledge and skill it comes down to personal choice to have the right attitude towards safety etc.
At the end of the day whether law abiding citizens or purely sensible people will choose to do the right thing but criminals will do whatever regardless of the law.
The law has never stopped criminals and never will.
