Discharging Batteries

Is it okay to discharge them by just turning them on, or do you have to have it on and in the Phantom?

It appears mine are not auto discharging and it's been around 10 days or so.

On, in the Phantom, and flying outside is the preferred method.

The DJI manual also recommends turning your Phantom on with the motors off. If you do that, make sure you take the props off -- just in case.

I have one these battery dischargers. I'm not sure if there will be any negative long term effects on the batteries. But, it works just fine.

Note: This comes from China and takes about 2 weeks to arrive.

Not everyone has 5# dive weights laying around but you get the idea.
Anchor it.

I just got the same discharger that msinger referenced above. I prefer to discharge by flying, however, this works great if that is not an option. Only thing to be cautious with this device is the bulb. It gets super hot and can be a fire hazard or safety hazard.
